Discusses fundamental budgeting, accounting, and financial management concepts and techniques necessary for planning, analysis, and decision making in government and nonprofit organizations. Students also examine the competing values and politics that underlie and impact the budget process and financial decisions.

Outcomes

  1. Students will gain a knowledge of the financial issues confronting administrators and policy makers in state and local government.
  2. Students will describe the fundamentals of the budget cycle in government and non-profit organizations.
  3. Students will evaluate quantitative data to form sound financial, accounting, and economic decisions to sustain the financial well-being of a public safety organization.
  4. Students will develop skills to successfully procure and manage grant funds for resource development.
  5. Students will understand the entire budgeting process, including budget formulation and execution, variance analysis, budget strategies, revenue forecasting, and capital budgeting.
  6. Students will demonstrate practical budgeting skills including break-even analysis, time value, calculating fixed and variable costs, adjusting for inflation, and developing budget scenarios.
